‘Last mile’ service for overseas talent
Changning has started offering overseas talent “last mile” service to help them make a good living in the district as soon as possible.
Beneficiaries of the improved service include Jan Kreibaum, a senior executive with the world’s leading specialty chemical company, Clariant Corp.

Jan, who heads Clariant’s regional headquarters in Linkong, was honored with the Magnolia Award twice and would like to apply for Shanghai permanent residency.
At the same time, his company was in urgent need of overseas talent and interns. But he and his colleagues were not familiar with the policy as well as the application process.
It was learned by Song Zongde, head of the organization department of the Communist Party of China Changning Committee, when he visited Jan’s firm earlier this year.

The organization department then visited the company again with officials it invited from the city’s talent service center, district entry and exit department, foreign expert bureau as well as other government agencies to provide service at doorstep.
With the assistance from the organization department, Jan’s application for permanent residency has been accepted while his company was taught the right way to introduce overseas talent and interns.

City leaders highly appraised Changning’s achievement to create a beautiful neighborhood at Honggu Road, Tianshan No.5 Village, Yuping Road S. and Yuyuan Road.

The four places involved are exemplary in street environment management, regional ecological environment management and enterprise self-governance and part of Changning’s answer to the “Beautiful China” strategy initiated during the19th National Congress of the Communist Party of China and General Secretary Xi Jinping’s requirement that “urban management should be as fine as embroidery.”
Changning authorities have restored the original look of Hongu Road and Yuping Road S. by demolishing dozens of illegal shops.

Illegal structures built at residential communities and those being used for unlicensed businesses were torn down over security concerns.
Previously, illegal vendors mainly set up their businesses on the first floor of residential buildings along the streets. They broke walls which could undermine the structure of the building and affect the passings of pedestrians.
Meanwhile, illegal buildings were torn down and unlicensed businesses were shut down at Tianshan No.5 Village. Old houses in the residential quarter were reinforced to ward off safety loopholes.

At Yuyuan Road not far away, Creater Management Co works with the Changning government to renovate the century-old street and introduce new idea as well as lifestyle to the once high-end destination which features dozens of protected historic and cultural places.

The Jiuhua Neighborhood Center at the intersection of Anshun Road and Kaixuan Road is now open.
The center features a wet market, an activity center, a library, two multimedia classrooms, a café and a bakery.

The wet market on the second floor of the center lets customers help themselves. Customers pick agricultural products, scan the barcode and pay with their mobile phones.
The wet market mainly cooperates with domestic brand-name companies to ensure the quality of the products it sells. It also introduces fruits and vegetables from Chongming and neighboring Jiangsu Province and with prices lower than the market average.
The wet market also adopts the O2O business mode. It offers online shopping services through its official platform and customers can visit the counter to take their orders after their shopping online.

The affordable activity center, library, multimedia classrooms, café and bakery are on the first floor.

Changning awarded best market access district
Changning is the only district in Shanghai to be rewarded by the central leadership for its outstanding performance in deepening reforms in the business sector and the fulfillment of in-event control and subsequent supervision.
So, Changning has been picked by the State Council, or China’s Cabinet to pilot reforms on business registration facilitation, social governance, risk classification supervision and big data supervision this year and is expected to be granted the authority for foreign investment registration.
The Changning tax bureau has launched tailored services as well as a bilingual counter since the beginning of the year for all sorts of businesses in the district as well as major tax related matters.
The district also plans to expand its “one license with multiple addresses” trial scheme citywide. Firms based in Changning, especially Internet startups, will be able to operate in multiple addresses across the city and expand more rapidly with only a single business license.
